Rutgers OOS Transfer

Hi Guys, I've just finished my associates at a community college in California, I've finished all the pre-reqs required to apply to nursing schools. A few days ago I found out I'll be moving up north to the NY/NJ side and I was looking at some nursing schools, Rutgers ABSN program Specifically. When I search through the Rutgers nursing site it says that non Rutgers students can't directly apply to the nursing program? and also something about how you need at least 24 credits at a Rutgers college to apply or something. I emailed Rutgers 3 days ago and still haven't heard back, could someone who has applied to Rutgers nursing from out of state please clarify? because this is all so confusing for me. Thanks so much guys
