? RE Clearing Record with NPDB/BON

I successfully completed an RN Diversion Program with CA BRN in 2006 and moved to Texas that same year. When I applied for my Texas license, I was unable to get a Texas license without agreeing to 3 years of probation vs dispute, despite completion of a diversion program. I completed the probation period. My CA license was never disciplined and the issue is not viewable the National Provider Database (NPDB). However, it is very different with Texas. NPDB shows "actions" on my Texas license: 1. probation and 2. Restoration/Reinstatement to unencumbered license.

While I don't blame Texas for requiring monitoring/probation before granting me unencumbered licensure, I don't believe it is "fair" to have the record on NPDB for eternity. There was technically no discipline and I satisfied the requirements of the board. It is a hassle to provide in-depth explanation every time HR does a background check. And then I worry that the information will get into the wrong hands and cause me problems. I am generally very open about my past, so discussing it is not shameful like it used to be. But it seems it will haunt me for the rest of my career. And I'm concerned that a prospective employer might rule me out as soon as they see the words "action".

Has anyone had any experience in disputing a probation history like this with either their BON or the NPDB and getting this removed/cleared from record? Is it even warranted? Would a lawyer be able to help? Thanks all.
