Permanent Resident of US educated internationally

hi there, first and foremost thank you for your time reading this question.

i have a sister who is a permanent resident of the us and still is a lawful permanent resident up to this point.

she had to come back to the philippines to study bs nursing; she is graduating this march 2010 and would like to practice nursing here in us. the question is (which i have been trying to get response from the ca board, but unfortunately havent gotten any clarification yet):

she plans to not take the rn licensure exams in the philippines because she wont be practicing nursing there anyways. rather, she would like to take the ca rn licensure exams to practice here. but what is unclear to me is...is this possible?? will ca brn allow her to take licensure exams?? or does she need to obtain rn license in the philippines??

so far the ca brn website shows:

"a. send breakdown of educational program for international nursing programs form to your school with the request for transcript form. also provide the certified english translation form to your certified translator if your transcript is not in english.

b. submit a copy of your license or diploma that allows you to practice professional nursing in the country where you were educated. if you do not hold a license, a written explanation is required. "

c. the board does not require applicants to pass the commission on graduates of foreignnursing schools (cgfns) examination in order to be licensed in california.

she will have a diploma from graduating with the bsn, but she wont be having the rn licensure from the philippines.

and what kind of written explanation is needed if she doesnt have a license? what specifically?

[so far, im getting mixed answers from my filipino co-workers, maybe you guys can help me out]

She needs to state the reason why she does not have an RN License in the Philippines and the "Written Explanation" submitted to the BON in CA is basically how she will make this known so that she can be allowed to take the NCLEX and receive a license in CA. What I'm hearing is that some applicants get approved to take the NCLEX without the RN License from the Philippines and some do not despite submitting a "Written Explanation". The outcome could easily be dependent on how well the explanation is written. Seek advice from those who have gone through this process by posting in the International Forum.
