On-call nursing requirements L&D

I’m looking for guidance to present the union on legality of on-call abuse in our labor and delivery department.  I took a L&D position that did include (on-call ) requirements ..although nothing specific about as listed .As our dept became busier ..call was implicated with no structure or specific outline .I feel it is abused ,I was under the impression that on-call under act 102 in Pennsylvania would not be a substitute for mandated call .Our supervisor is using it for posted short schedules . I am fine with coming in for call for a call off ..but can they schedule elective inductions when staff in under core ..knowing there is a call nurse available? I do not consider this an unforeseen emergency.  What do other hospitals do ? We have a union only our OB unit is newer and does not address our specific needs .
