Obtaining Police Clearance for UK NMC

I recently cleared UK NMC CBT exam. I am currently doing paperwork. I have worked in two states in India. UK NMC asks for verification of my registration from the respective nursing councils in India and Police Clearance Certificate (PCC). The instruction on their site reads 'Please upload a copy of a police certificate in relation to the country/registration authority mentioned above. You will also need to provide one for each country in which you have lived for more than three months since the age of 18.' Do I need to get two PCCs for two states even though they are part of one country India? Any clarifications will be appreciated.
