does anyone know any nursing theorists beliefs that connect to the issue of nursing shortages?

Just about any theory can be applied if you have great facility with theory application, but here are a few suggestions.

1. The Theory of Bureaucratic Caring by Marilyn Ray (I think that is what is called)

2. There is another theory about nursing administration that I can't think of the name of ... but search for nursing administration theories and models

3. The Synergy Model (from the Association of Critical Care Nurses)

I'd probably go with The Synergy Model -- Employers, Managers, etc. have an obligation to provide staff that meets the patients' needs.
