I've been saying for several years now that schools should offer "tracks" within their nursing program. It would solve the problem of there not being enough opportunities for clinical time in some of the specialized fields such as peds, psych, and OB.
My school (Duke) was somewhat like that years ago. We all didn't get the same clinical experiences. We all got a brief exposure to all areas ... but some people got more time in some specialties than others. That can be done now with the current laws, Nurse Practice Acts, etc. The schools would just need to change their clinical scheduling and curricula little.
And some schools kind'a do that a little with their senior year preceptorships. Each student gets an "extra" deep experience in a field of their choosing. It's not exactly what the OP proposes, but it is a "middle ground" that can be implemented within the existing system of nursing education and licensure in this country.
