Nurse 3 qualifications

Hey all,

I have been a Registered Nurse for nearly 10 years, 5 years of which have been in management ( all outside the VA healthcare system). I have my BSN and will be graduating with my Masters in Healthcare Management in December of this year. If I were to start applying for positions within the VA now, would I be considered for a Nurse 3 if hired before I graduate?
