NP owned house call/urgent care practice

I am a new member, I recently saw a question blog on this site regarding NP owned housecall practice. One of the member mentioned about openning a practice that charges cash only payment. I am in with that model. I don't want to deal with insurance. I am in CA, I am currently working with an MD who owns 3 urgent care. I wanted to start my own urgent care house calll, he is willing to be my collaborative MD. Could I use one of his facilty as a base office and not have to apply for a business liscence , and do I need to have a policy and procedure manual to do house calls? thanks for the input.
