Norcal UC vs Kaiser pension considerations

I have a question for those who have worked at a UC, specifically UCSF and knowledgeable about the retirement/benefit plans compared to Kaiser. Ridding myself of the excess information....

Background

-I will be attending a grad program so this will pertain to the SO, RN

-Currently have about 3+ years of service in another UC (socal). Vesting is roughly another 2.5 years of work at 90%

-Plan on moving back up to norcal and looking into either continue service at UCSF VS any bay area Kaiser

-Considering what is most economically worthwhile living solo in SF vs rest of bay area/norcal even. Would consider Sacramento area as well...maybe. Probably not but open. I am born and raised in the bay area so I know about the expenses. However, it has changed so much in terms of rent and traffic over the past 5 years.

Issue

-UCSF is pretty deep in the city, rent is expensive, lazy to commute

-Prefer to stay in an ICU setting

-Prefer not to rotate

Thoughts and options we've been thinking about..

A. Stick with the UC and get vested? Stay with UC for long term career.

B. Get vested (another 2-3yrs) at UC and then dip for another organization? Is it even financially worth getting vested for this duration of service?

C. Move on to another organization, and not get vested at UC? And consider staying within Kaiser for example, long-term. More flexibility with relocation.

Note- we are not fixed on Kaiser, but it is ideal as there is a very high chance I will be working with Kaiser after my grad program down the road.

What do you mean by, "Vesting is roughly another 2.5 years of work at 90%"? Does that mean you get the full pension and benefits after about 6 years? Is the 90% referring to working 36 hrs per week, or does it mean something else?

I know it's not the Bay Area, but UC Davis is in a much more affordable area, which is also surrounded by Kaiser facilities.
