New to ISNAP and relocating

I am in ISNAP (just started June 18, 2010). My husband is being transferred out of state with his job. I need to know if I can transfer my license to another state even though I'm in ISNAP? I ask because part of the terms of my monitoring agreement is that I work as a nurse for at least 6 months during the next 3 years, which is the length of my contract.

Also, I am having an awful time getting a job because i have a 6 month narcotic restriction on my license. Several facilities have said they would hire me were it not for the restriction. I know of other nurses that have had the narcotic restriction lifted and I want to know if anyone knows how I can get that done? I entered ISNAP voluntarily at the recommendation of my DON. I was not involved in any illegal activity and no charges were to be brought against me. Had I researched ISNAP a little further and known they would place a restriction on my license, I definitely wouldn't have contacted them.
