Nevada NCLEX New Requirements

Hi :) I just want to ask why did they require you to take ms and Physical assessment? Anyway I graduated last march 2014 in the Philippines and i'm planning to take my nclex in nevada but I saw your post about those subjects that you need to comply and I am a bit confused because in our batch we took that subject alone we have our ms 1 and ms 2 then we took our health assessment in our summer class again in different subject I believe that in our batch we have the new curriculum but then again I am afraid that in the end my application will get denied because of some concurrency issues, is physical assessment different from health assessment? anyway I am an american citizen i have my ssn number and the cgfns did not require me to have a license here in the philippines so i believe I am not affected by the new law that i need to have a licensed here in the philippines in order to take the nclex :) I already started my Cgfns and they say that they are now waiting for my TOR, I have my fingerprint card and i have a letter or certification of medium instruction came from our school proves that the language that we used as well as the materials were in english language, I personally request that letter in our school in order to exempt me in taking toefl do you think it may help? Anyway thank you and I hope you answer all my questions :) god bless :) Ps. i am also done with my application form, it can be sent to the nevada state bon anytime but then again i don't want to waste my money and got denied in the end so i'm hoping that you can check this if i'm doing the right thing :)
