Need some help

I've been a member of this board for a couple of months and I love it! Normally the questions I ask have to do with schools and stuff but this one is different and if it's not appropriate, I'll remove it!

My daughter has been walking on her tip-toes since she started walking at 11 months.. She's 19 months old and we just had our first appt. with the Physical Therapist this morning. None of the doctors think she has a neurological disorder because other than this she is developmentally on track so they're saying Idiopathic Toe-Walking... My daughter can't make her right foot flat (the ankle at 90 degrees) and she can barely move her left ankle past the 90 degree mark. The treatment is night splints, therapy, and if we would like, Botox...

Is there anyone out there that can clarify for me what exactly this is.. I know the cause is unknown (hence the name Idiopathic) but I'd still like some information from someone who is familiar with this.

Was she a preemie? Toe walking is not unusual in preemies due decreased muscle tone, and many weeks of lying in isolettes/open warmers as opposed to the fluid-filled womb. I have seen very good outcomes with therapy.

No she wasn't premature.. and she didn't have any problems after the delivery..
