Mental Health / Psychiatric NP programs in Mass/NE that have reasonable tuition?

I am not finding a reasonably priced Mental Health NP programs in this area, like at a state school, do they exist? I am in Boston area but would consider RI or NH as well. Are the out of state online only programs legitimate? How do you complete clinicals?
