I just started back in College, I am going for the RN program. I have a bunch of questions.... When do you take the TEAS test? Is it after you have complete all the required classes but before you apply for the RN program? How soon is to soon to start studying? Are there good FREE practice tests before you go to the official site and buy practice test?

You will have to look at the specifics for your particular program because some schools will take TEAS scores a few years old, and some schools require you take the test closer to their application period. There is a wide variety of science on the TEAS, and it may be beneficial to take most of your science pre-reqs prior to taking the exam. I think beginning studying a few months prior would be fine. You can set up a schedule and increase your study blocks as it gets closer to your exam time.
