IL RN license renewal help

So i'm a bit confused. This is my first time renewing my RN license and was under the impression that 20 ceu's are required for renewal. However, I was reading through the IDFPR FAQs and it stated that CEUs did not need to be completed if it's your first time renewing your license.

This is in the FAQ:

This is my first time renewing my IL RN license – do I need to complete 20 hours of CE prior to May 31, 2016?

a. No, a renewal applicant shall not be required to comply with CE requirements for the first renewal of an IL RN license.
