How to get NC NP License

I moved from Washington state to North Carolina this year. I am AANP certified, have an NPI and my WA NP license. I didn't realize how challenging it would be to get the NC NP license. I have interviewed, however since my NC license is in process, no one wants to hire me because it isn't in hand. However, I can't complete my NC NP license without a collaborating physician. What does everyone do?
