Hours for ONCall support nurse

I was originally hired for a float nurse position full time, salaried, exempt and 40 hours a week and the company could float me anywhere. I was placed with ONCALL support. My hours are 4pm - 8am Mon, Tue, Wed (16 hours a night). I also work 8am-4pm on Saturday and Sunday.... so... my work week is 64 hours not 40.  The administration people say, I don't work all of those 64 hours and in a way it's true I wait for calls that can come at any time and I'm expected to be available for the full 16 hours a day. I'm not per diem or part time or anything else but full time. 

problem is, is that the position I am hired in is 40 hours a week and I'm paid as such. I'm not being paid for 64 hours. Even worse, I have been given 20 PTO hours. If I take a day off, it is for 2 PTO hours. The other Float nurses in my same category that work a normal 5 day work week (40 hours) only need to take 1 pto.

Can someone tell me if this is right ? I can't ask administration as they get angry with me and I'd really like to know if this is right
