HHA missed visits

Can anyone tell me if bath aides in Home Health and Hospice can notify provider of missed visits?  We are hearing that the aide isn't a licensed clinician to assess whether the visit is needed, and the aide must notify the case manager and the case manager must notify the provider of the missed frequency.  We have always had the aides notify the provider and case manager in one case communication note.
