Getting started for CGFNS/NCLEX need help!

Hi everyone! I am planning to take CGFNS/NCLEX soon. I'm a Registered Nurse in the Philippines and came to USA 2010.

As far as I know before, California is the easiest requirements for taking NCLEX for international nurses since they don't have CGFNS/IELTS etc. But recently they changed the rules and seems like (almost) all of the states require CGFNS. I live in Pennsylvania, checked CGFNS.org and it says that PA need CP(certification Program) which I believe I have to take the exam other than NCLEX. This journey has been very difficult for me since I am only doing it by myself. I kinda feel like I'm starting from the scratch. I know that I have to contact Board of Nursing of which state I wish to take NCLEX. There are too may instructions and sites that leads me to more confusion. Everything seems like a hard way for me. I checked CGFNS.org NCSBN.org but the information are overwhelming. I am not as smart as you are but maybe if you recently been into this situation, in the process or beginning to apply, please I need your help and guidance. Especially to all Filipino Nurses out there. You know exactly how I feel.

Of all these confusion, I just wanna know where to begin. Like literally where to start. What are the real steps and also saving time and money. (Yes, choosing what state I wish to take nclex is the number one thing. BUT which state is better? State doesn't require cgfns exam and only the state that require verification-less pain for me I believe) as soon as I started this, I know that the rest will follow.
