Home health - average wages in GA

I have over 12 yrs experience as a RN, all of those years working in the hospital in multiple areas (med/surg, orthopedics, oncology, etc.) I have relocated to GA and am hoping to dive into a new scope of nursing by trying out home health. I have interviewed with some agencies and have received an offer, but being new to this field and area I am not sure if these numbers are good. The offer is for $38/visit, $76/admission, $57/discharge and recertification. It also includes: $28.50/hr for orientation which is 6-8 wks (75% of per visit pay), $22.80/hr for any meetings, office visitis, inservices,etc (60% of per visit pay), $0.40 per mile (amount varies with current gas prices), $45/month cell phone reimbursement, $2500 sign on bonus with 1 yr committment (paid in 1st check), also provide you with personal laptop and wireless card. Are these numbers fair or totally off for GA?

I am also interviewing with an infusion center, what is the average wages in this area?
