Show up in person with your resume and make looking for a job your full time job. Clock in 40 hours a week and don't be picky. Also call places you like; they may be ready to advertise and you can save them some agency time.

If you don't mind re-locating...you should look at hospitals in different states and apply to job openings you find. Then, once you get the job, apply for your license. many states, especially east coast, have temp licenses or are walk through states. you don't have to even look outside NY...you just need to look outside NYC. buffalo has a lot of good hospitals...and i'm pretty sure a few are teaching hospitals, so no experience needed.
