CMT vs LIMA

I am thinking of starting a petition for all of the individuals who currently have their "Level 1 Medication Aide" (LIMA) certification to be able to take a test to obtain their "Certified Medication Technician" (CMT) license. I am thinking of my mom as the example. She has been a LIMA for over 10 years passing medications to individuals with developmental and/or psychiatric disorders/disabilities but her certification is through the Department of Mental Health. A CMT does pretty much the same thing but their license is through the Department of Health and Senior Services and the only way to obtain this license is to be a Certified Nurse Assistant (CNA) for 6 months and then take the CMT course. She has over 10 YEARS of experience working with people with PSYCHIATRIC disorders at various ages from little kids to the elderly, who get PSYCHIATRIC medications...same job (basically) but in a different department. She can't PHYSICALLY be a CNA for 6 months in order to be a CMT yet she has all the knowledge to be a very successful CMT. The pay for a CMT is a couple dollars more per hour, depending on where you work, compared to a LIMA. If anyone knows how to start a petition or has any suggestions, or even more information about LIMA vs. CMT, please let me know...

I just sent an email, thank you very much. I am still new to the whole nurse thing (I just got my license in November) and don't know who to talk to about these things.
