expired license now suspended

long story short, I entered a diversion program and surrendered my single state license. the license was since expired and yesterday I was notified that it was suspended. 

I was told by the prosecutor that the treatment in lieu of conviction will automatically trigger a suspension for my license, but it was also already expired. 

I do not plan on reactivating my license in this state once I complete treatment. it is also not my state of residence. I will self report to my home state once I complete the program and am also in an employer monitoring program in conjunction with the diversion program when I renew  

 is it possible to have the suspension released on an expired license ? it will not be reactivated or reinstated since I do not reside in this state. anyone have experience? my current attorney does not work with BONs but is well versed and I will ask him for his legal advice once I complete the program as well but I am interested in what has happened to others. 

I would think once you complete the treatment it would be unsuspended, regardless of whether or not you decide to reactivate it. I guess I'm a little confused on why you're in a program for a state you don't plan on practicing in? Is it so you'll have a clean license assuming your program is confidential?
