9:1 ER ratios in NY?

My recruiter just informed me that this is a typical ER situation at Montefiore Hospital in the Bronx, NY...can anyone confirm/deny this?

There are one or 2 NYC ERs that I will never ever work in again because I felt they were highly unsafe..the rest of them I felt were run very well.
