Endorsing RN license to Washington

Hi everyone! I'm a foreign graduate and I endorsed my RN license from Hawaii to Washington. After 6 weeks they needed a copy of my transcripts so I sent it to them through CGFNS CES report. It's already been a month after and CGFNS said they still haven't opened my report, when I call their hotline they say they are understaffed. Anybody else going through the same or similar situation? Thanks.
