Does WA required TOEFL for ATT

I am an international nurse living in WA. CGFNS sent my CES report to WA Nursing QA commission about 3 month ago but I haven't heard back anything. When I try to register at https://forms.doh.wa.gov/, it asks for TOEFL which I have not taken yet and thus won't allow me to proceed. Does anyone know if I must take TOEFL to get ATT?
