Anyone have any experience with or know anything about the Department of Public Health Nursing Education Scholarship Program?

It is an excellent program. I was awarded the scholarship in 05-06 and 06-07. They require transcripts and proof of income. The two main areas they are looking at is your GPA and income level. It took a little bit after I sent my application in to hear a reply. Due to the state's budget issues, money that may not be available one month, may become available the next. I recieved about $1300 a year (or semester I don't remeber exactly) and about $5200 a year in a living stipend. Both awards are payed back by working in the state of Illinois as many years as you receive the award starting when you are done with school. They send a letter every year that your manager fills out providing proof that you are working and working in Illinois. I would recommend everyone apply for this program it was very helpful.

There is no way to apply for 2010 at this time, correct? It says ( is this the right website? http://www.idph.state.il.us/about/rural_health/rural_NESP_more_details.htm) all applications must be postmarked by May 31st of the current year.
Do I have to wait until 2011 after I have filed my 2010 taxes to apply?
I never knew about this scholarship until just a few weeks ago - I wish I would have! I'm a first semester nursing student at my community college. I will definitely apply as soon as possible.
My other question would be what if you are not enrolled full time..?
Do you only become eligible for the tuition/fee payments and not for the living stipend?
