I am wondering how much it costs, to set up a home health care, and or homemaker, and or private duty business in other states (US). I am looking to diversify/branch out to nearby states, or any state. How are the populations of seniors and home health business in other states (US). Am in Illinois, a consultant and a business owner.

There is no correct answer to this question. States vary on fees, business licenses, the cost of permanent fixtures, disposable supplies, compliance initiatives, etc.
If you are an RN or LPN, you can do private duty nursing in almost every state through medicaid waiver service. You would not be employing staff in that role unless you registered as a business (which carries significant fees).
Your best option is to contact the state in which you wish to begin your business, get an idea of the requirements and fees associated, and then consult with an expert on beginning a start-up home health service.
