I am planning to apply to CSP-Portland for the January 2022 start date. I was wondering if anyone could offer some insight on the program and how you got accepted? 

Have you talked to an advisor yet? This is usually the first step of the application process (at least it was for me). It's not formal, but it's kind of like an "interview" to see if you're a good fit, will meet the basic requirements, and understand the demands of an accelerated program. If all sounds good, then you'll stay in touch with your advisor, and he or she will walk you through the rest of the requirements. The major things to complete before admittance are prerequisites (I had two I needed to enroll in and complete before the program start) and a TEAS exam score of 65% or higher. They look at your science GPA. Mine was decent (3.7). I was not told what the cut-off was, though. I was super nervous about getting admitted, despite being under the impression that I was in as long as I checked the boxes. Admissions are rolling, and you aren't pitted against other students in terms of achievement (slight differences in GPA, having more certifications or medical experience, etc.).

One question- How many withdraws do they allow? 

They allow two repeat classes. If you 2 withdrawals and repeated those 2 classes, you would have used up the repeats.
