2024 change in TX Covid vaccine law

As of Feb 6 2024, TX employers can't take adverse action against workers who have not been vaccinated against Covid.  In some settings (I.e. healthcare), employers can require unvaccinated employees to wear protective medical equipment  

Does anyone know if this applies to nursing students doing clinical rotations in a hospital setting? Thank you!
