Certifications without hours or years

I recently noted the BCEN’s website recommends something like 2000 hours or two years of practice before taking their exams but does not require it. What other nursing certifications only recommend hours/years but do not stop applicants from applying who do not meet the requirement?

I am also a RN and a Paralegal the certification for n u se consultant are crazy can you take the exam?
