california to new york reciprocity

Hi, i passed the nclex last year under california BON and i am a registered nurse in the Philippines and since i cant provide them SSN, i decided to have reciprocity to new york. for those who had it before, should i send form3 to california or to the Philippines licensing authority (which is the prc)? i just dont get it, whether they are pertaining "jurisdiction" as in US only or abroad too. would new york still accept my application even if i dont have california license?

do i have to get the child abuse identification and reporting coursework and infection control training requirement first before i send form1 to NYSED? if these can be done later what should i check on items 23 and 24?

please, please help me, im so exhausted already in filling out these forms, theyre so confusing. thanks!
