Calculating Patient Labor Hours in L&D

I'm in California and our nurse to patient ratio for laboring patients is 1:2. We also have our own surgical suite for c-sections and post partum tubals, that our department staffs when needed. For our units of service in L&D, we currently use: Labor patients times 8 (hrs) plus Labor Eval patients times 4.5 (hours) plus NST (non stress test) patients times 3(hours). So if we have 10 labor patients, 5 labor eval patients, and 4 NST patients, our units of service is 115. All of our analysis shows these are reasonable allowances based on the overall averages. The problem is that I also have staff pulled into the OR suite whenever there is a C-section, and they are then tied up for 1.5 hrs, (times 2 staff), plus the 2 hrs recovery time.

What I am looking for is information on how your units of service are calculated in your L&D departments. Thank you in advance for taking the time to answer.
