Breast Tissue in Toddler?

Hi, can any of you baby nurses answer why a toddler might have breast tissue? She is 14 months old, a twin (the twin does not have breast tissue). The breasts look exactly like the developing breasts of a pubescent girl. She is not on any meds and she does not breast feed. She is slightly shorter in stature than the other twin, but no other difference that I can think of.

I would recommend a trip to the pediatrician. I can't think of any reason, other than exposure to estrogen, which should not be occuring naturally in her body at this age. She doesn't injest an enormous amount of soy, does she?
