Board of Nursing Requirement to take NCLEX 4th time

I have failed NCLEX three times. I graduated in May of 2013 with a B average, but during the five months that I took NCLEX three times, I was going through a bad breakup. My college professor also thinks I have test anxiety. The problem is that the Indiana Board of Nursing requires you to take a review course that will issue them a letter saying that you have a 95% chance of passing if they allow you to take the exam a 4th time. I am not able to find any review course that will issue them this letter. Most review courses will only make guarantees if it is your first time taking NCLEX and you are within three months of your graduation. Has anyone else dealt with this problem and found a review course that would meet these requirements? I feel like I will never get NCLEX passed!
