Best way to mail the application to employer

Hello, everyone,

Recently, I'm applying a job at a hospital. It requires mailing of all the application materials. I used USPS Priority mail, but by check the Tracking, I found only a notice left for them. It could be redelivered or picked up. I don't think they will pick up since they are busy, but redeliver will take several days. Their application will be expired soon, so what I should do? Is it appropriate to bring the copied document and show myself in their office although they required mailing? Or mail it again? What mailing types will be better?
