Baldy view and la puente ROP LVN program

I am considering Baldy View ROP and La Puente ROP. For Baldy View the web page states that the $3,000 must be "paid in full". Does any one know exactly what that means? do i have to give them the full amount all at once when i get accepted in April '09, or make a payment and have it fully paid before the class starts in October '09? Also what do they look for in applicants? is there anything i can do to increase my chances of being part of the 30 chosen applicants? Any other miscellaneous information is also welcomed as i am not to familiar with thise school?
