FENS Refresher course

I badly needed some advice. Here's my story..

I graduated as a nurse in Philippines. I came here in USA last 2014 then passed my boards on October, 2015. After passing my boards which I had to email BON asking if I pass, BON sent me an email back in November/December requiring me to do FENS refresher course since they did not accept my experience when I was a nurse in Philippines and told me that they will mail me a letter about FENS refresher course. January came by and I did not receive any letter/instruction, I went ahead and look up colleges near Dallas area and found Collin college. I immediately sign up for their course since the starting date was January 13th not knowing that it is only 80hrs for clinical/theory. Fast forward to today, my instructor/director does not want to sign the FENS refresher form. I contacted BON-Texas and it is a hassle talking to them. First, the waiting time for customer service is more than an hour. Second, when somebody picks up your call most of them does not know what you are talking about (One time I was talking to this lady at BON, she ended up hanging up the call because she does not know what to answer and when I called back one representative sent me to somebody's voicemail because of same reason). Good thing I saved the email from exam department so I emailed her and after few days I got a call back. I told her my issue and told me that she cannot help me. It was frustrating knowing that I am a foreign educated nurse and basically in the dark of what to do. I had to ask her for a supervisor. When I talked to the supervisor, she told me that she cannot do anything. BON does not accept the 80 hours and told me that they have set of rules. When I look up FENS refresher course here in Dallas, I did not find any college that meets that requirement. I also know that BON does not endorse colleges. I had to ask the BON supervisor to talk to the director of Collin college and they decided for me to enroll in the same course in May which I don't have extra time and money to pay for it again.

My question is how would you go about my situation?
