Billing for respiratory therapy performed by nursing

I understand that I can bill for respiratory procedures performed in a SNF and administered by a registered respiratory therapist or a "trained nurse" with documented training. Where can I refer to the regs that state this?

also a way to document the "attended neb treatment" for the required 15mins at the time of neb, say xopenex .5mh neb tx at 9am, i noted some assessments as spo2, hr, maybe pre and post tx and #mins, in the little boxes, similar to the way we note bldsug., amt of insulin, and what site.......on the MAR? but the 15 mins is the key amt of time that needs to be documented :::
