IV Team Telemetry Units

We are having a debate at the hospital where I work on IV Team. We have two ,very busy, fast paced telemetry units (each has 45 beds) At this time the nurses on the units are responsible for starting/restarting IVs on their patients with IV Team as backup. There have been patient satisfaction issues (multiple sticks, painful sticks) and as a result we are trying to decide whether or not to orient 16 new RN hires who will be starting in a few weeks to venipuncture or hand the responsibility of all IV starts/restarts on these two units over to an already overburdened IV Team. There are concerns about response time, patient comfort and staff satisfaction and we were wondering how other large hospitals with large telemetry units have delegated the responsibility of IV starts/restarts among their staff.
