Why would congential syphilis not occur earlier than the 10 week?

In my textbook it says that congenital syphilis is transmitted from an infected mother to the fetus in utero after the tenth week of pregnancy.

Later in the textbook it says that appropriate treatment

before eighteen weeks of pregnancy prevents maternal tramsmission to the fetus. Andafter eighteen weeks of pregnancy usually cures both mother and fetus.

How can treatment cure after eighteen weeks, if transmission that occurs after the tenth week results in congenital syphilis?
