hello nurses! i need advice on what to do first...I am an RN in the Philippines July 2011 passer then went to med school and now i have decided to take the NCLEX-RN but i am confused on what to do first... should i process my papers first? or review then afterwards process my papers? and if its not too much to ask.. which state can you suggest i should file? i don't have SSN. thank you! your replies are very much appreciated! =)

What state are you hoping to live and work in? That really is the deciding factor so you can get your papers processed. Once you have started that you can then think about studying for the NCLEX.

Remember you are not applying for NCLEX but to be a licensed RN in a state. NCLEX is just a part of the process

I've just recently wrote a guide on how to apply for the CGFNS CES which you can visit here. The guide should give you the basic run down and the amount of time you'll need so you can decide for yourself whether or not you want to review first or files first. Personally, I would file the documents first since there is an average of 3-5 months for everything to be completed. Unfortunately, most of the states that I know of require a SSN and I'm not aware of the ones that do not require one.
