For certificate-level courses, no. For anything from an educational institution (specialty certifications, etc) yes.
My employer reimburses us for certificate-level course fees (ACLS, etc).
Regardless of what the institution requires I get what they require and sometimes more, just to cover my butt.
Hospital pays for all mandatory cert level courses (acls, bls, pals) but no extra pay. Hospital pays for cert exam (cen, ccrn, etc) and we get $2/hr cert pay. Hospital paid for my enpc class (we see a lot of kids) but won't pay for tncc as we're not a trauma center (like they don't show up anyway).
And all class time is on the clock.

Great question, Yes hospitals should pay for those courses and increase a nurses hourly pay... I currently work for a hospital system that pays for the course but does not offer any extra pay for obtaining them. There is no incentive with that type of system. But I start working for an organization in July that does offer $1.00/hr for certifications. :)

They want us to have all these certifications but dont want to pay us for having them. We will soon be required to have NCC for fetal monitoring. They are strongly encouraging RNC. Just wondering if you get paid more at your facility for having certifications.
