Your statement is perfectly good and fine to use, but the evidenced by and due to could be a little more clear. Because your "due to" is what you could potentially change or impact to resolve the problem. I.e. you could work in your community, or work with schools or media to increase education on the danger of drugs, and you could (theoretically LOL easier said than done) work with local government to address increased availability of the drug. By doing that, this would in turn decrease # of users and decrease # of deaths. I personally like the DXN increased risk of morbidity and mortality :) then you say what your evidence is (evidenced by) and then what you can do to change their risk of death (due to).

I would personally say " The inhabitants of Summit County, Ohio are at an increased risk of drug related morbidity and mortality, as evidenced by an increased number of the citizens abusing drugs and an increased number of deaths related to accidental drug overdose, DUE TO increasingly easy access and availability of drugs in the community, and lack of knowledge about the dangers of drug use.
