I'd like to know how these places get away with paying less than minimum wage. Has that ever been challenged?

Maybe because you're not actually working?? I don't know...

Ultimately your employer is restricting your freedom for his benefit. That would seem to be worth a lot more than $2 an hour.

I think we either get $2 or $4/hr for being on call, as soon as we get called in we then make 1 1/2 times our normal pay rate.

On call pay is not subject to the minimum wage law. You should be paid at least your base pay from the time you receive the call to come into work. Currently our call pay is 85% of whatever the state minimum wage is.

You should be paid that, but various court rulings have held that you don't have to be. Here's one of them:

$3.50/hour 'standby' and we are Union.

If we are called in, then we get 1.5x our hourly rate for the rest of the shift. IF we arrive within one hour of being called in, we get an extra hour's pay (1.5x hourly rate).

No too bad of a deal.
