This still does not change anything as far as employers having to prove that they have been unable to find an American first for the job. And since new grads here are having issues with finding new grad jobs and they have trained in the US, getting a visa now is going to much more difficult.
States here are actually training more and more nurses, this is what is happening in the US right now and there are more and more graduates that are coming out of school now. And they do not need to go thru immigration, but they are having issues with getting hired.
