Hi everyone,internationally educated from the Philippines just passed NCLEX-RN, What are the requirements to get a social security number for non citizens in the US?

    Now I have found this article regarding California passing a bill which allows people without SSN to apply for professional license in California

    California in the past has proved it has had major issue with it's Board of Nursing and major corruption and the Governor fired most of them a few years ago. I just hope this does not open the door to the Board of Nursing issuing RN licenses to more people more who have gotten their license thru lies or false documents.

    CA Bill to Allow Tax ID Instead of SSN | NASBA

    There's one catch to the TAX ID Instead of SSN article posted above....while one may get their RN license (if it's one of the 40 state boards, i.e., the CA BRN), it will NOT grant one with the valid working authorized SSN to obtain a job.

    Until the CA BRN changes their application forms of accepting this new format, this may not be applicable.

    Jus like the driver licenses now able to be issued to the undocumented applicants (provided they pass the vision text, pass the written exam and the driving test), it will allow one driving privileges but can't be used for voting, can't be used to get social security benefits and can't be used for employment rights.

    Interesting enough, of the new CA applicants applying for the driver licenses, only about 30% are able to pass the written exam, almost the same stats as the international nurses who have a 30-35% passing rate.

    But giving a CA nursing license is good news for some of those, but who's going to hire those that can't provide the proper working SSN and can't be verified when the payroll dept. says "sorry, but come back when you can give us the right set of SSN".

    The ITIN number can be given out but that's good for filing the income tax forms, not sure if this is something hospitals will agree to vs the nursing homes and LTC and SNF employers.

    Actually, since the CA BRN does their own internal reviews of all applicants, guess where the majority (10,000 plus) of denied PH applicants (especially those that are going to be the cheaters and fraudsters with their street purchased transcripts and documentation) are going to now?

    They're all headed to the state of TX, due to the no SSN requirement and lack of the concurrency enforcement (that CA started do to in Nov. 2011) and a warmer state than NY.

    I am NOT implying there are over 10,000 PH greedy and cheating applicants but there's a small percentage I'm sure of that.

    In fact, I'm hearing more and more that TX has now or will become the "easiest, fastest and cheapest" to get the RN license from and leaving CA in the dust now.

    The criteria for a ITIN number is

    Examples of individuals who need ITINs include:

    • A nonresident alien required to file a U.S. tax return

    • A U.S. resident alien (based on days present in the United States) filing a U.S. tax return

    • A dependent or spouse of a U.S. citizen/resident alien

    • A dependent or spouse of a nonresident alien visa holder

    And even if you passed this hurtle, passed the NCLEX against the odds, finding a job you must show you have a legal right to work.

    And as others have mentioned the state has to change its forms to allow this otherwise it is fraud.
