Welcome

Much has already been written on here but in a nutshell, Retrogression means there are no work visa enabling you to currently work in the US and current processing times is over 5 years. Having a tourist visa makes no difference as here is no way you can adjust your status. Better to take local boards and gain experience whilst waiting. Plus you need to go through licensure process for the US as a RN which also takes several months

You are looking at about five years for a chance at a visa in the US, and without having a local license, it is going to be hard for you to get experience anywhere during that time.

There are no visas available and many more from your country than there are visas available. So the tourist visa is useless as a means to expect to remain in this country.
