Yes, USCIS and NVC will still process your papers. But you will only reach up to Packet 3 and then your papers will lie in wait until such time your priority date will become current and you will start the last leg which is waiting for the interview date and interview.

a friend of mine who is an immigration lawyer told me that EAD can still be given... well i would have to confirm again to my lawyer... she gave me an affirmative answer but i will talk to her again....

I-485 is already filed. the downside is I can not get my immigrant visa until the Visas are current again.

If that is the case and its true then its good because you can work here while waiting for your PD to become current again.

hi rep! just wanna ask where can i see my PD? is it the date they filed my I-140? we just submitted our ds230 forms to the NVC, will they still continue to process it?or they have to wait for our PD to become current? hope to hear from u soon...thanks a lot!

Yes, the PD is the date they filed your I-140. They will process your DS-230 forms but they won't send your Packet 4 until your PD becomes current.
